Why am I running?

I am deeply involved with Latah County in many, many ways and care about what’s happening and what will happen. I want to be a “voice of moderation” in the Commissioner’s Office. The people of this county have a lot of common goals and they need leaders who will help everybody work together. To sum it up in two words, just remember this, Carl CARE’S.

What would be important to you as commissioner?

I intend to plan for and encourage orderly growth. The county should grow outward from the towns, all of them.

I want to make sure that Latah County is attractive to industry, especially small concerns that might want to relocate or initiate operations here and grow with us.

A lot of the job is administrative and I’ll pay attention to the details. I want to make sure we manage our programs in efficient and cost effective ways.

I grew up in a ranching and farming and logging family and I want to make sure that Latah County retains those economic and cultural foundations to the largest extent possible.

We can better support the Sheriff’s Office and encourage further cooperation with the Moscow Police department.

It’s important to me that the people who live here now feel that their government cares about them and their concerns. That includes concern for their day-to-day efforts to make ends meat, or retaining their property rights, or taxation or making sure we’re ready for emergencies. A Commissioner has to see the big picture and be thinking long term.

I want to make sure we come up with some answers for our water supply questions. Our planning and growth can continue while we research and explore water supply options.

Who Is Carl Hulquist?

  • Third generation Idahoan. Raised near Sandpoint during the depression and World War II, years in ranching, farming, logging family.
  • Married with six children and 11grandchildren.
  • Education: Priest River High School and Portland State University.
  • North Latah County resident since 1990; lived in Moscow the past 19 years.
  • Veteran: Korean War, United States Air force Master Sergeant , 8 years with the Air National Guard
  • Long time member of the Methodist Church. Former chair of Board of Trustees for the First United Methodist Church
  • Worked ten years as a mechanical engineer, More than 20 years experience farming and ranching. 38 Years and still counting as a builder and project manager for residential housing construction.
  • Experience working on legislative matters including groundwork for victims of Violence Bill which has now past.
  • 28 years as a member of the Grange organization including several years as a state officer. Recently reestablishing a Moscow chapter of the Grange. 14 year Grange President.
  • Active member of Latah County Republicans
  • Precinct Committeeman for zone 3

  • Completed legislation on domestic violence bill HB 501 Address Confidentiality
  • Lobbied successfully for financing for Head start program
